hpc photoSpecializing in working with government, community & business leaders to design customized, "homegrown" solutions to address local housing and community development needs, Heather Presley-Cowen brings more than 23 years of housing & economic development-related experience to communities seeking to grow and thrive in today's tough economic environment. After nearly two decades of working with the City of Fort Wayne as its senior executive responsible for directing, developing, and planning the overall housing and neighborhood development strategies for the Fort Wayne area, in 2010 Presley-Cowen was encouraged to put her experience to work helping other communities and created CED Services, an Indiana certified minority-owned womens business enterprise. In 2011, CED Services formed a strategic partnership with High Performance Government Network, an Indiana-based national nonprofit with a mission that is focused on "cultivating thriving communities", to collaboratively work with local and state leaders to tackle complex community development problems.

Working with various community and economic development partners, including local units of government, profit and non-profit agencies to undertake large- and small-scale housing, neighborhood and economic development initiatives is Heather's forte. Presley-Cowen possesses a wealth of experience in community & economic development, strategic planning, board development, housing studies, and public policy, including both financial and programmatic management of federal, state and local funds. Projects undertaken in the past five years include a $900,000 multifamily rehabilitation project for Union City, IN; implementation of a $350,000 Owner-Occupied Rehabilitation program for Decatur, IN; preparation of a community development plan for Ossian, IN; and four (4) state-wide contracts through the State of Indiana to provide technical assistance and training for local units of government, nonprofits, certified grant administrators and community housing development organizations. Recently, the CED Services/HPG Network team was awarded a 2-year contract with the City of East Chicago for preparation of its annual action plan (housing & community development plan) and annual performance report.

Presley-Cowen's work with improving performance in local government has been highlighted in publications regarding government efficiency and productivity. Her work with improving development permitting processes can be found in publications by Quality guru Michael George's books on Six Sigma and in former Fort Wayne Mayor Graham Richard's book, "Performance is the Best Politics". Heather's work in developing Fort Wayne's rental housing policies was highlighted in a National Housing Conference article on promising practices with the Neighborhood Stabilization Program. More recently, Presley-Cowen's work in setting the table for downtown development was highlighted in the January 2017 issue of Novogradac's Journal of Tax Credits. Presley-Cowen is also a featured presenter at numerous professional membership organizations and guest commentary in business articles on the various housing & community development-related topics.
